AFCD detects three suspected cases of large dogs not being held on leashes

Hong Kong’s Agriculture, Fisheries and Conservation Department (AFCD) has completed special inspection and enforcement operations at public locations where dogs gather, detecting three suspected cases involving large dogs that were not being held on leashes. The department said it would follow up on the suspected violations and pursue prosecutions.

The operations took place on August 30, September 5 and September 6, 2026, according to Star Headline.

The AFCD said the operation aimed to improve dog keepers’ awareness of proper control, reduce dog-attack risks linked to improper control, promote responsible pet ownership and explain relevant statutory requirements.
