Airport Authority Hong Kong has appointed Steven Yiu Siu-chung as chief operating officer and Cissy Chan Ching-sze as chief executive of IEC Holdings Limited, with both appointments taking effect on October 1, 2026. Both will report directly to the authority’s chief executive. Chan will also oversee SKYTOPIA business development.
Yiu will lead airport operations, safety, customer service, logistics, air cargo and aviation-industry business at Hong Kong International Airport.
Chan will continue to lead the authority’s commercial work, including airport retail and the overall development and management of its land and property portfolio. As IEC Holdings’ chief executive, she will lead SKYTOPIA projects including 11 SKIES and the airport yacht harbour.
The appointments build on long experience inside the authority. Yiu joined in 1995 and became executive director of airport operations in 2022; he has more than 30 years’ aviation-industry experience and was involved in the opening of the third runway and Terminal 2. Chan has been the authority’s commercial executive director since September 2012, after senior roles in property and multinational companies.
HK01 reported that the developer and the authority had agreed that 11 SKIES would be returned to Airport Authority Hong Kong in April 2027, with payment exceeding HK$3 billion.
