Consultants and contractors seeking work through a new building-maintenance support service must apply for prequalification between 30 September and 27 October 2026. The Development Bureau says only firms accepted on the lists will be eligible to bid for repair projects tendered through the service.
The system will create three separate lists: building inspection consultants; consultants who prepare tender documents and supervise works; and construction contractors. Separating inspection, tender preparation, supervision and construction is intended to provide checks and balances, reduce conflicts of interest and help prevent bid-rigging, according to the Development Bureau.
The bureau aims to have the lists progressively ready by the end of 2026 and to begin tendering maintenance projects for owners through the new service in the first quarter of 2027. Development Secretary Bernadette Linn Hon-ho has urged capable and committed consultants and contractors to apply early.
Applications will be assessed against four areas: technical capability, integrity, financial capacity and past performance. The Development Bureau will review the lists every two years. It also sets out when firms can be removed or suspended from prequalification.
The Urban Renewal Authority will help process applications by coordinating with relevant departments and professional bodies to verify the information submitted.
