The City University of Hong Kong Student Union has decided to dissolve the current executive committee of its Management Sciences academic association, known as Xuan Guan, after a video from the group’s orientation camp circulated online. The footage showed a shirtless male student lifting a female student who was wearing only underwear.
The camp was organised by the association’s 30th-term executive committee. Ming Pao reported that the incident took place during a “Disco Night” session on the evening of 27 August 2026.
Xuan Guan apologised to those affected, CityU, the CityU Student Union and members of the public who had followed the incident. It said the student union had decided, under its existing procedures, to dissolve the current executive committee, and that it respected and accepted the decision, any disciplinary action and subsequent arrangements.
The committee acknowledged that it had failed to monitor, manage and stop the situation effectively. It said it regretted shortcomings in on-site supervision and monitoring, and accepted responsibility for failing to fulfil the organiser’s duty to provide proper oversight.
Xuan Guan said committee officials had tried to advise participants to avoid inappropriate conduct during the event, but were unable to stop the situation, according to Ming Pao. The committee said it had submitted relevant information and a written report, and would co-operate with investigations, handling, possible disciplinary measures and other arrangements by the university and student union.
The student union’s council was reported to have scheduled a meeting on the afternoon of 2 September to handle the matter. The outcome of any investigation and further arrangements had not been stated in the reports.
