Hong Kong’s public EV-charging market has grown sharply, but the Competition Commission says its analysis found a fragmented field and no signs of collusion. It plans to examine how well competition works and whether links between charging providers and other businesses affect the market.

The number of public charging points rose from 3,125 in June 2020 to 17,364 in June 2026. The Commission’s concentration measure, the Herfindahl-Hirschman Index (HHI), was 873 across all public chargers and 884 for fast chargers. The scale runs to 10,000, which represents a fully monopolised market. E-Charge HK had the largest share of all public chargers, at 16%; Tesla led the fast-charger segment, at 19%.

Drivers surveyed by the Commission in April and May were largely satisfied. Of 1,003 respondents, 88.9% said they were satisfied overall with public charging facilities, while 80.8% considered them value for money. Their average monthly spending on public charging was HK$809. Respondents also wanted easier ways to compare prices. The Transport Department’s app provides charger locations, availability and price comparisons; other free apps offer more pricing data and provider information.

Providers generally said competition constrained prices, barriers to entering the market were limited and the market was broadly fair. Some operators interviewed by the Commission also cited high upfront investment and relatively low charging fees. Most had yet to break even, and operators expected that most would not do so within three to five years.

Over the next two to three months, the Commission will examine barriers to entering or expanding in the market, price and non-price competition, and vertical integration involving property developers, electricity suppliers and equipment suppliers. It says integration may improve economic efficiency but could also involve conduct contrary to competition rules.

After that analysis, the Commission will consider whether recommendations are needed to strengthen and protect competition in the market.
