Hong Kong should deepen its cooperation with Fujian and serve as the province’s preferred international connector, Chinese People’s Political Consultative Conference vice-chairman and former Hong Kong chief executive CY Leung said at a seminar at the Hong Kong Convention and Exhibition Centre on 6 September 2026. The forum was organised around cooperation under China’s 15th Five-Year Plan.
Leung described Hong Kong as Fujian’s preferred “super-connector” as the province seeks to expand overseas and attract resources and investment. He said the two places had close social and economic ties and should maintain or deepen their cooperation.
He said Hong Kong had long been Fujian’s largest source of foreign investment, and that the city’s international trade networks and professional services in trade, logistics and financing gave it a strong basis for helping the province connect with overseas markets.
RTHK reported that Hong Kong and Fujian signed 28 agreements in June covering 11 sectors, including aviation, innovation and dispute resolution. The reports did not provide the full details of the agreements or confirm their implementation status.
Guo Ningning, deputy secretary of the Communist Party of China Fujian Provincial Committee, said Hong Kong was an international financial, shipping, trade and innovation centre. She said deeper Hong Kong-Fujian cooperation was significant during the 15th Five-Year Plan period.
The i-CABLE report said the discussions were intended to explore new areas of cooperation, including digital development, marine shipping services and maritime financial services. Specific projects arising from the proposals, as well as progress on the June agreements, have yet to be clarified.
