The Democratic Alliance for Betterment and Progress of Hong Kong (DAB) announced on 20 August 2026 that it had formed a group focused on Victoria Harbour, with plans to examine waterfront connectivity, water quality, tourism promotion and economic vitality. The group said its broader aim was to help create a world-class harbourfront, improve residents’ quality of life and strengthen Hong Kong’s international appeal.
A central part of the initial work will be to study why some sections of the waterfront remain disconnected and what could address barriers such as buildings and other obstacles, according to RTHK. The group will examine selected waterfront locations and districts rather than presenting the proposed improvements as completed projects.
RTHK reported that the first phase will cover six areas: Hong Kong Island East, Hong Kong Island West, East Kowloon, Central Kowloon, West Kowloon and the southwestern New Territories. Star Headline separately identified proposed studies involving Quarry Bay and the Sai Wan Ho–Shau Kei Wan section, as well as the revitalisation of Tsuen Wan Pier and its waterfront and a waterfront gateway at Rambler Channel.
Improving water quality is another stated priority. RTHK reported that the group wants the government to monitor harbour water quality, publish relevant data regularly and tackle sewage-pipe misconnections. The announcement did not specify which government departments would lead those measures or provide a timetable for implementation.
The group also plans to promote waterfront promenades and nearby facilities to tourists. RTHK said it intended to discuss stronger promotional efforts with the Tourism Board, linking tourism development with the group’s wider objective of increasing activity and economic vitality along the harbourfront.
RTHK identified Vincent Cheng and Jody Kwok as convenors. Kwok linked long-standing odour problems in areas including Tsuen Wan, Cheung Sha Wan and Hung Hom to concerns about residents’ quality of life, according to the broadcaster.
A large Harbourfront Tour is being planned for 2027 to mark the 30th anniversary of the establishment of the Hong Kong Special Administrative Region. The proposed tour would link waterfront areas through different themes and seek to boost economic activity, but details such as its route, timing, funding, approvals and implementation arrangements have not been specified.
