The Development Bureau has begun a first-level follow-up investigation into repeated lift failures at Queen Mary Hospital’s Clinical Block 1, Secretary for Development Bernadette Linn Hon-ho said.
Clinical Block 1 began phased operation in November 2025. Multiple lifts remain out of service for repairs, and the failures prevented clinical services from starting on schedule. The building has 28 lifts.
Linn said the bureau had intervened on the Chief Executive’s instructions, although it had not previously been involved in the project at bureau level.
The investigation will examine the role of the department primarily responsible for supervising the project at each stage, and whether its work was adequate. It will also look at why the lifts failed and when the problems were identified, if at all, Linn said.
The bureau will submit a report to the Chief Executive and later account for the incident to the public.
