The Development Bureau said newly installed lifts at Queen Mary Hospital’s new clinical building have not been operating effectively, and has asked two departments to review how the project was accepted and overseen.
The bureau has requested reports from the Architectural Services Department and the Electrical and Mechanical Services Department on their acceptance procedures and regulatory oversight. It announced the move on 4 September 2026.
The bureau said it had earlier learned that progress on the hospital project was unsatisfactory. It said it had spent the following several months urging the relevant departments to prioritise repairs and follow-up work.
The inspection and remedial work will cover the lifts’ electronic equipment, connection points and shafts, as well as construction and installation workmanship and other components. The aim is to identify and address the causes affecting stable operation.
The Development Bureau said the repair and follow-up work was progressing in an orderly manner and was expected to be completed in the fourth quarter of 2026. The brief did not specify how many lifts were affected or the precise operational failures.
After receiving the two departments’ reports, the bureau plans to complete its review and propose follow-up arrangements in October 2026. It said the review would also consider whether oversight arrangements for similar projects could be improved. The cause of the lift problems and responsibility for them have not been established.
