The Development Bureau says it has received reports from the Architectural Services Department and the Electrical and Mechanical Services Department on lift problems at Queen Mary Hospital’s Clinical Building 1. It is examining whether construction, acceptance or oversight of the project had shortcomings, and whether supervision of similar projects could be improved.
The building began opening in phases in November 2025, but clinical services could not start as scheduled. Repeated breakdowns and sudden drops left only four of its 28 lifts usable.
In September, the Development Bureau’s minister acknowledged that a deviation in the lift-shaft exterior dimensions had left too little clearance during installation.
The bureau is targeting mid-October 2026 to submit its investigation report to the Chief Executive.
