The segment on improving livelihood protection drew the most lawmakers to speak and accounted for nearly 30% of the speech volume in Hong Kong’s three-day debate on its first five-year plan and the 2026 Policy Address. Legislative Council President Starry Lee Wai-king said the findings came from the first AI analysis of lawmakers’ contributions by the Legislative Council Secretariat.

The combined debate began on 7 October and covered six segments. All 88 lawmakers spoke for more than 26 hours, across 214 speaking occasions, generating about 450,000 words of transcripts.

The Secretariat used AI to analyse the contributions, working from material prepared with help from a smart transcription system. Lee said the analysis ranked talent as the leading topic, followed by development in the Northern Metropolis and then innovation and technology. She said 77 lawmakers mentioned talent and 71 mentioned the Northern Metropolis.

The findings also captured discussion of immediate livelihood concerns alongside longer-term development. Lee said lawmakers raised childbirth support, challenges facing young people seeking work, healthcare-system reform, and district and themed tourism.

Lee said the overview summarised the six debate segments and lawmakers’ main proposals. It would be circulated to lawmakers and submitted to the government for reference.
