A former assistant warden at a Hong Chi Association residential home in Tai Po has been jailed for 13 years after a jury convicted him of five counts of rape involving a resident.

The charges concerned offences between July 13 and about August 9, 2024. The resident was 23 at the time of reporting and had a mild intellectual disability. In sentencing, the judge described her as legally mentally incapable.

The judge said the former care worker exploited the resident’s desire for care and breached the trust attached to his professional role. He also cited the repeated and premeditated nature of the offending as aggravating factors.

Hong Chi Association said it had dismissed the employee and established an independent review committee to examine its safeguards and recommend improvements.

The Social Welfare Department said it had issued the charity a written warning and required it to submit a detailed investigation report and implement improvement measures.
