The Independent Commission Against Corruption has charged a former Pacific Textiles information-technology systems engineer with four counts of fraud over alleged procurement orders worth about HK$9 million. A relative, described as the sole proprietor of a trading business, faces one fraud charge in the same case.
The ICAC alleges that the engineer handled 48 orders between July 2021 and March 2023, representing the goods as supplied by four companies, including OX Technology and the business operated by his relative. Investigators say he solely owned OX Technology, while the other two suppliers were operated by his friends.
He allegedly bought the information-technology products through online sales platforms and resold them to Pacific Textiles under the suppliers’ names, adding mark-ups of 6% to 8%. Pacific Textiles said employees involved in purchasing must make written conflict-of-interest declarations; the engineer allegedly did not disclose his ownership of OX Technology or that he was the actual supplier.
Both defendants were granted bail and were due to appear at the West Kowloon Magistrates’ Courts on September 30. The prosecution was expected to apply later to transfer the case to the District Court for plea.
