Hong Kong’s anti-graft agency has charged a 39-year-old former Securities and Futures Commission manager with allegedly accessing the regulator’s internal information system without authorisation over four years. The case concerns confidential information involving SFC licensees and investigations.
The Independent Commission Against Corruption said Tong Ka Lai, who was a manager in the SFC’s Enforcement Division at the relevant time, faces 12 counts under section 161(1)(c) of the Crimes Ordinance. The offence involves accessing a computer with intent to obtain a dishonest gain for herself or another person.
The charges allege that the access took place between December 2020 and December 2024. The prosecution alleges that it was intended to enable Tong or another person to obtain a dishonest gain, but the source material does not specify the records involved, whether anyone received the information or what benefit was allegedly obtained.
The ICAC filed the charges on 16 August 2026. The case was scheduled to be mentioned at Eastern Magistrates’ Court on 17 August 2026.
The allegations have not been adjudicated. The court mention was the next procedural step identified in the source material.
