Kong Cheung-fat, 65, a former Wang Fuk Court owners’ corporation committee member, and his 62-year-old wife, Cheung Yeuk-lam, appeared at Sha Tin Magistrates’ Court on 1 September 2026 over alleged fraud and money laundering linked to applications for 100 per cent guaranteed special-preferential loans. Both are reported to be directors of Arts Interior Design & Engineering Company.
The prosecution alleges that the pair falsely represented to HSBC and/or the Hong Kong Mortgage Corporation, during two periods in 2022, that the company’s sales or turnover had fallen. The two fraud charges concern loans of HK$231,300 and HK$100,000, totalling HK$331,300.
The money-laundering allegation concerns HK$331,300 held in an HSBC account. Prosecutors allege that the defendants knew, or had reasonable grounds to believe, that the money represented the proceeds of an indictable offence and dealt with the property accordingly.
Neither defendant entered a plea at the first hearing. They were each granted HK$10,000 cash bail, subject to conditions including not leaving Hong Kong, having no contact with prosecution witnesses, residing at their reported or designated addresses and reporting to police weekly.
Kong had previously organised a petition after the Wang Fuk Court fire. He submitted a petition signed by 247 households to the owners’ corporation’s manager on 29 April 2026, and an owners’ meeting was held on 19 July.
The case was adjourned to 6 October 2026 while documents are prepared for referral to the District Court. The charges have not been tested or determined by the court.
