The Department of Health said on 20 October it had referred a case involving a registered Chinese medicine practitioner at a clinic in a subdivided flat in an old Tsuen Wan tenement to the Chinese Medicine Council of Hong Kong and the Hong Kong Police Force for investigation and follow-up.

The referral followed a report by TVB programme Scoop on 19 October. The programme alleged that, without examining the customer, the practitioner offered a four-day sick-leave certificate for HK$100 and agreed to issue a HK$680 receipt for insurance compensation.

The Department of Health said practitioners must follow the guidance on sick-leave certificates, using their professional judgement and taking each patient’s individual circumstances into account.
