The High Court has issued a formal injunction against a former representative licensed by the securities regulator after Pansy Ho alleged sustained harassment and threats. The order bars the defendant, her employees and agents from contacting or harassing Ho, entering specified properties without authorisation, accessing offices linked to MGM China and Ho’s group, or remaining within 30 metres of those offices. It also prohibits the publication or distribution of material defamatory of or disparaging Ho.
Ho is an executive chairwoman of her group and MGM China’s chairwoman and executive director. She alleged that the conduct began in March 2025 and sought restrictions covering her personally, company premises and statements about her.
The case followed the defendant’s failure to file a defence within the required period. The court first granted a temporary injunction before the acting judge issued the formal order and judgment on 30 September 2026. The defendant later attended a hearing and challenged the authenticity of Ho’s signatures on legal documents, but the judge said the allegation had no supporting evidence and that the law did not require the statement in question to be witnessed by an independent lawyer.
The judgment recorded the defendant’s claim that Ho had hired her as a finance supervisor or manager but that Ho’s sister prevented her from taking up the role. The defendant subsequently emailed MGM executives, claiming she had been hired for the position. She later sent Ho a lawyer’s letter demanding HK$20 million. The judge accepted that the conduct described by Ho was repetitive, unreasonable and oppressive, causing mental distress and economic loss. The judge found that publishing the false statements and taking legal action to pressure Ho over the demand amounted to unlawful threats and caused damage.
The court accepted that Ho had suffered losses of about US$229,000. No damages order was made because Ho waived additional punitive damages, but the defendant was ordered to pay the costs of the case.
