The Agriculture, Fisheries and Conservation Department will conduct special inspections and enforcement operations at multiple locations across Hong Kong on August 30, September 5 and September 6, 2026. The operations will focus particularly on public places where dogs gather.
The department said it would take immediate enforcement action, without prior warning, if dog keepers failed to control their dogs as required by law. It said the operations aim to improve awareness of proper dog control in public places and reduce attacks caused by inadequate control.
Ming Pao reported that under the Rabies Ordinance, dogs in public places must be kept on a lead or otherwise effectively controlled. It also reported that dogs weighing 20 kilograms or more must, under the Dangerous Dogs Regulation, be securely held by a person on a lead no longer than two metres in public places. Breaches can lead to a fine and imprisonment.
The department will also promote responsible pet ownership and explain the relevant legal requirements to the public. The first operation is scheduled for August 30, followed by operations on September 5 and September 6.
