Hong Kong’s Legislative Council passed motions on the city’s first five-year plan and the 2026 Policy Address on October 9. The motions were non-binding, according to RTHK.
Eighty-eight lawmakers spoke, with their total speaking time reported as 26 hours 46 minutes. In the debate, members raised whether economic growth was reaching workers and called for practical measures to support local employment. One lawmaker cited the requirement for employers hiring foreign workers in catering to recruit on site at the Labour Department and asked whether similar arrangements could apply in other sectors, such as nursing.
A lawmaker also criticised plan indicators that lacked precise figures, citing GDP being described only as staying within a reasonable range. After a recent building fire, members raised safety in building repairs: suggestions included setting safety indicators and creating a public body to manage maintenance.
Chief Executive John Lee said the government would analyse and study lawmakers’ suggestions and work with the legislature to put policies into practice.
