Hong Kong’s Legislative Council will begin a three-day joint debate on Wednesday at 9am covering the city’s first Five-Year Plan and the 2026 Policy Address.
The debate will be divided into six thematic sessions. The announced agenda includes strengthening Hong Kong’s four major centres, building a talent hub, accelerating development of the Northern Metropolis, deepening work in the Guangdong-Hong Kong-Macao Greater Bay Area and improving people’s livelihoods. Senior officials will respond during the sessions.
The five broad goals of the plan, as reiterated by Chief Executive John Lee, are to achieve economic breakthroughs, strengthen Hong Kong’s international competitiveness, lead development of the Northern Metropolis, improve people’s livelihoods, and integrate with and serve national development strategies.
Lee urged residents to follow the debate to better understand the significance of the Five-Year Plan and how its first-year objectives will be implemented through the Policy Address.
Lee said the chief secretary would lead a team of government officials in detailed discussions with lawmakers.
