The Legislative Council is scheduled to hold a combined three-day debate on Hong Kong’s first five-year plan and the 2026 Policy Address from October 7 to 9, 2026. The planned arrangement would allow lawmakers to discuss the two documents together.
Chief Executive John Lee is due to present the five-year plan and the 2026 Policy Address to the council on September 16. The five-year plan is intended to provide direction for Hong Kong’s medium- to long-term development.
Legislative Council President Starry Lee said she would seek a modest extension beyond the usual debate duration, so lawmakers would have more time for an integrated discussion. The final arrangements, including the precise timetable and any extension, still need to be confirmed with the Chief Executive.
Starry Lee said publishing and debating the documents together could highlight their relationship and help the public understand their contents. Ming Pao reported that she described the five-year plan as setting out Hong Kong’s development direction, including links between technological self-reliance and economic development, while the Policy Address could turn longer-term goals into measures to be carried out each year.
The October 7 to 9 debate period remains the scheduled arrangement, rather than a final timetable for the extended discussion. The outstanding issues include whether additional time will be approved, how speaking time will be allocated and what specific policies will appear in the five-year plan and the 2026 Policy Address.
