The Hong Kong Police College plans to offer a fully funded bachelor’s degree to serving junior-rank police personnel who do not already have one. The course is expected to take about 120 people a year across two stages, giving officers with different qualifications separate routes into study.

About 80 places a year are planned for the lower-year stage, aimed at constables with secondary-school qualifications. A further 40 or so places are planned for the higher-year stage. Serving constables or sergeants with an associate degree or higher diploma may apply directly to that stage; lower-year students may progress after completing their course and passing selection.

The applied degree focuses on security and criminal investigation and is designed around police work, with professional instructors and equipment. After completing relevant subjects, students are to undertake placements in frontline uniformed and criminal investigation units in police districts. The Police College is to award the bachelor’s degree on completion.

In August 2026, the Police College passed an assessment by the Hong Kong Council for Accreditation of Academic & Vocational Qualifications, qualifying it to offer the degree. The Police College president said it was intended to develop officers’ organisational and analytical abilities, improve public service and provide a route for promotion.

Recruitment for the 2026–27 course was planned for the end of 2026, with classes due to begin in March 2027.
