The Hong Kong government is studying whether to merge the Elderly Card and JoyYou Card, allowing users to carry only one card, Secretary for Labour and Welfare Chris Sun Yuk-han said on August 25. He said the aim was to create a one-card system, but no detailed plan or timetable has been announced.
Nearly 2.7 million people have used the JoyYou Card since its launch, according to Sun. Most are aged 60 or above, while some users below 60 are eligible people with disabilities.
The proposal was raised at the launch of the third 828 JoyYou Festival. The two-week promotion will run from August 28 to September 10, 2026, with JoyYou Card holders able to claim rebates at participating merchants.
At more than 130 participating merchants, a single purchase of at least HK$100 made with a JoyYou Card qualifies for an HK$8 rebate. Each person or card can receive a maximum of HK$800 during the promotion.
Card holders whose JoyYou Card is linked to the Octopus Rewards platform may receive an additional HK$8 rebate, according to i-CABLE News. Star Headline reported that the campaign’s total rebate pool could reach HK$8.28 million.
Sun also encouraged older people to use the JoyYou Card and the HK$2 public transport fare concession. He said people aged 60 or above were welcome to continue taking part in the workforce.
The proposed merger remains under study. The government has not announced how the cards would be combined, which users would qualify, when a new arrangement might launch or how it would connect with the HK$2 fare concession.
