Hong Kong’s first five-year plan and the 2026 Policy Address are scheduled to be published on 16 September 2026, Chief Executive John Lee said. The plan will set macro-level strategies and a development direction for the city, while the Policy Address will focus on putting those priorities into practice.
The five-year plan will align with or connect to the national 15th Five-Year Plan, providing a longer-term framework for Hong Kong’s development. The Policy Address will set out more specific measures and implementation arrangements within that framework.
Lee said the government had gathered views through online and offline public consultation. He described the feedback as large in volume and diverse in nature, saying it had provided references and insights for preparing the long-term blueprint.
The administration will seek to stimulate market vitality and develop new growth areas under the guidance of the five-year plan, Lee said. He also said recent Policy Address measures had created new momentum and opportunities in finance, innovation and technology, and education.
Examples linked to those priorities include ensuring the effective operation of a gold central clearing system, building a commodities-trading ecosystem, attracting global leading companies to the Hong Kong Park of the Hetao area, and developing the Northern Metropolis University Town. Star Headline reported that the government planned to combine macro-level planning with micro-level execution and use the university town to develop an international higher-education hub.
The five-year plan and the 2026 Policy Address are scheduled for publication on 16 September, following the consultation process described by Lee.
