Hong Kong’s first five-year plan and the latest Policy Address will be published together on September 16, 2026, Chief Executive John Lee said on September 6. He said the joint release would help the public understand how the two documents complement each other.
Lee said the five-year plan would set out long-term development strategies intended to continuously improve people’s livelihoods. The Policy Address would outline concrete annual measures covering housing, livelihoods, healthcare and other areas.
Lee said he and his team had spent more than two months consulting the public on both documents. The government would review the views collected and incorporate them into the plan and Policy Address, he said, to promote economic development, improve livelihoods and create new opportunities for Hong Kong.
The chief executive said the government would continue to follow a people-centred approach and focus on residents’ needs. He described the five-year plan and Policy Address as complementary, with the former setting long-term strategies and the latter setting out annual measures.
Ming Pao reported that Lee’s video highlighted initiatives including community living rooms, school-based after-school childcare, minority-ethnic care teams and a chronic-disease co-management programme. It reported that 16 community living rooms had benefited about 9,000 subdivided-flat households and provided nearly 2.2 million service attendances in total.
