Security Secretary Chris Tang said on 23 October that the government would pursue a series of legislative reforms to improve fire safety. The independent committee investigating the Wang Fuk Court fire had submitted its report to the Chief Executive the previous day.

The report had not yet been made public. Tang said authorities had introduced administrative measures over the previous year, particularly concerning major fires and how to respond when fire alarm systems are not working.

Tang said the Fire Services Department had accepted a fallback responsibility for fire-related complaints: it would follow up even when the matter fell outside its remit, until another department took over.
