Chief Executive John Lee is scheduled to deliver Hong Kong’s first five-year plan alongside the annual Policy Address in the Legislative Council on September 16, 2026. The joint release will set out the relationship between the longer-term blueprint and the government’s policies for the year.
Lee has urged the public to read the two documents together to understand how the 2026 measures will follow the directions and strategies established in the five-year plan.
He said the plan would seek to consolidate and enhance Hong Kong’s strengths, explore new opportunities, create more jobs, support youth development and address livelihood issues.
Lee made the remarks at an event hosted by the Hong Kong Island Federation on August 29.
Zhou Ji, director of the central government’s liaison office in Hong Kong, called on community organisations and residents to support the government’s initiatives, promote its policies and help implement the blueprint. He said district-level work was foundational to the city’s prosperity and stability.
The detailed contents of the five-year plan and the specific 2026 policy measures have not yet been released. Both documents are due to be presented on September 16.
