Chief Executive John Lee has announced that Hong Kong’s first five-year plan and the next Policy Address will be published on 16 September 2026. The Legislative Council will hold a special meeting that day for the release, marking the government’s planned joint presentation of the two documents.
The five-year plan will be presented first, followed immediately by the Policy Address, according to reports. The government says the five-year plan will set the broad direction for Hong Kong’s economic and social development over the next five years.
The Policy Address will serve as the annual policy document for implementing the longer-term plan and responding to developments at the time. It will set out yearly policy measures, priorities and major projects, as well as performance indicators.
Lee said the government wanted to release the documents on the same day so residents could more easily understand how the five-year plan would be translated into annual policies. He said consultation had shown that public understanding of the plan was not deep.
Lee also said this year’s Policy Address would include multiple performance indicators to serve as annual milestones. In future years, the government would formulate that year’s measures, priorities and major projects according to the international environment, economic expectations and the latest developments.
The announcement was made after Lee visited Un Chau Estate in Cheung Sha Wan, Sham Shui Po, where he spoke with residents. He is scheduled to attend press conferences and a television forum on 16 September, followed by a radio forum and a Legislative Council question-and-answer session the next day.
The formal texts of both documents and their detailed policies have not yet been released. The specific annual targets, measures and major projects therefore remain to be announced.
