Hongkong Post recorded an annual loss of HK$907 million in 2025/26, HK$223 million more than in the previous year, according to its annual report.
Operating revenue was HK$2.333 billion against expenditure of HK$3.238 billion, leaving a HK$905 million operating loss. After other income and expenditure, the annual loss was HK$907 million. Staff costs, at HK$2.055 billion, were the largest listed expense.
Mail volumes fell for another year: Hongkong Post processed 603 million items in 2025/26, down from 611 million the year before and 33% over five years. Ordinary mail accounted for 90% of revenue.
Postmaster General Donald Ng Man-kit described the loss as an imbalance between revenue and expenditure. He cited emerging protectionism, tighter customs policies in various places, rising terminal dues and higher operating costs as challenges for the service.
The government is reviewing Hongkong Post’s operating model, including how best to provide public postal services. The review is considering more innovative, cost-effective service models based on updated estimates of mail volumes and demand.
Separately, Hongkong Post had announced that 261 postal workers and postmen who completed probation would not be retained in long-term employment and would instead be rehired on two-year civil-service contracts.
