Chan Chi-tao, 20, was given an 18-month probation order in the District Court on 4 September 2026 after admitting three offences of unlawful sexual intercourse with a girl under 16 and one offence of anal intercourse with a girl under 21. The court accepted a probation report’s recommendation.
The case involved X, who was aged 14 to 15 at the time and was Chan’s girlfriend. The pair attended the same secondary school, began dating in January 2024 and separated about a year later.
The judge said the case had a degree of seriousness, particularly because some of the intercourse took place without a condom. A report said the anal intercourse in April 2024 involved neither a condom nor lubricant, and that X bled during the act.
The judge also criticised Chan for suggesting that X take emergency contraception when she faced a risk of pregnancy. The judge said this disregarded her physical health and described the conduct as selfish.
Reports placed the conduct between 2024 and January 2025. They said Chan repeatedly sought intercourse during the relationship, including the anal intercourse in April 2024, and that he later suggested emergency contraception after an incident in January 2025. The reports differed on the precise number of intercourse incidents.
X contacted police because she feared becoming pregnant. She was later reported to have said that her emotional state had settled.
In mitigation, the defence said Chan expressed remorse in a letter and hoped to pursue part-time study and work. A report said he understood that he had abused an unequal relationship and regretted his conduct.
The court had earlier sought reports on possible rehabilitation-related measures before accepting the recommendation for a probation order. Chan’s sentence was therefore set at 18 months of probation.
