Mr John KC Lee said the government would pursue comprehensive reforms and accountability once it receives the independent committee’s report into the Wang Fuk Court fire. Speaking before an Executive Council meeting on October 6, he said officials would study and follow up the committee’s recommendations, with detailed measures to be announced afterwards.

The committee is expected to submit its report to the government by the end of October.

The government has established three work groups to strengthen regulation, coordinate donations and support, and arrange emergency accommodation and longer-term rehousing for affected residents.

The Policy Address also set out priority reform areas including stronger regulation of fire-service installations, disciplinary action for professionals and contractors, compliance by owners’ committees, possible criminal penalties for breaches of standards, and help for residents dealing with technically complex building works.
