Police arrested 17 people suspected of fraud involving traffic-accident civil claims during an operation across multiple districts from September 9 to October 6. Police said the cases involved 63 claims with a total claimed sum of HK$25 million.
One person arrested was suspected of making 12 claims involving about HK$3.64 million.
Police began investigating the suspected scheme in January 2026. The inquiry covers 669 suspected cases involving up to HK$137 million in claimed sums.
Police preliminarily estimate that 461 cases are connected to the same law firm. Officers raided the firm in February and carried out four enforcement operations between February and October.
A total of 55 people have been arrested in the investigation. Three have been charged with offences including fraud, attempted fraud and perverting the course of justice; the other 52 are on bail pending investigation and must report to police between mid-October and mid-November.
