The Independent Commission Against Corruption’s 2025 annual survey found that 99.2% of respondents said they had not personally encountered corruption in the past year, the highest proportion recorded. A majority said they would report corruption if they encountered it.
About 1,500 people took part in household interviews between March and May 2026, in research commissioned by the ICAC and carried out by an independent agency. The commission announced the results on October 15.
Respondents gave corruption tolerance a mean score of 0.3 on a scale from zero, meaning complete intolerance, to 10, meaning complete tolerance. RTHK reported that 97.9% said keeping Hong Kong corruption-free was important to the city’s development.
