Cheung Tak-yin, an RTHK employee whose reported title varied between news editor and assistant chief editor, was sentenced to 160 hours of community service at the West Kowloon Magistrates’ Court on 26 August 2026 after admitting one count of unlawfully filming or observing intimate parts.
The case concerned an incident on 14 November 2025 outside 35 Tung Choi Street in Mong Kok. According to the reported case details, police on patrol saw Cheung, who did not know the woman, using a mobile phone to film beneath the skirt of a woman wearing a brown skirt. Officers later found a 17-second video on the phone in which her underwear was visible.
Cheung told police under caution that he had acted on a momentary sexual impulse. The defence cited probation and community service reports saying he had shown genuine remorse, sought professional help voluntarily and had support from his family. It said the reports found no criminal tendency, a low risk of reoffending and that the offence was an isolated incident.
Magistrate Si Cho-yiu accepted the recommendation that rehabilitation could be pursued through a community service order and imposed 160 hours. Ming Pao reported that Cheung received a one-third reduction for his guilty plea.
