Two tenders had been submitted by August 23, 2026, for the proposed Kai Tak Smart and Green Mass Transit System, which is intended to connect Kai Tak MTR Station with the Kai Tak Cruise Terminal. The government will now assess the submissions.
Chan described the response as positive and in line with government expectations. She said both bids came from strong partnerships or consortia with expertise in engineering, consulting, operations and business development.
The planned system would run for about 3.5 kilometres and have six elevated stations between the MTR station and the cruise terminal. It is being presented as different from conventional heavy rail, with smart technology intended to operate vehicles according to a timetable. One report said the system may not require physical rails.
The project is expected to avoid extensive drilling or tunnel construction, with projected construction-cost savings of about 40%. That figure is an expectation rather than a confirmed saving, and the detailed construction approach has not been provided.
Chan said the tender arrangement would not separate construction from operations. The eventual contract is also expected to include incentives and penalties linked to timely completion, the early start of operations and service standards.
The government is to proceed with the next stage of tender evaluation. The identities of the two bidding consortia, the successful bidder, the evaluation timetable and the detailed construction and operating dates have not been provided.
