The Independent Committee in relation to the fire at Wang Fuk Court in Tai Po submitted its report to Chief Executive John Lee on 22 October, the government said. HK01 reported that the fire, which broke out on 26 November 2025, killed 168 people. The government confirmed the inquiry was complete but did not disclose the report’s contents.
Before the submission, HK01 reported that the report was expected to address the fire’s causes and the responsibilities of four government bodies: the Labour Department, the Hong Kong Fire Services Department, the Buildings Department and the Housing Bureau’s Independent Checking Unit. It was also expected to make recommendations on construction-material standards and measures to tackle bid-rigging.
HK01 and Star Headline reported that the report is expected to undergo legal review because some material may relate to ongoing criminal proceedings, including cases in which contractors face manslaughter and conspiracy-to-defraud charges. Material connected to those proceedings could be redacted before publication.
