The Independent Committee in relation to the fire at Wang Fuk Court in Tai Po is expected to submit its report to Chief Executive John Lee Ka-chiu on Thursday, October 22, according to sources cited by Star Headline and HK01. The fire killed 168 people.

The report is not expected to be made public that day. A government source cited by HK01 said the Department of Justice would review it and redact material related to the ongoing criminal investigation before publication, to avoid affecting legal proceedings.

People familiar with the matter told Star Headline publication was expected by early November, after time for the review.

Sources familiar with the report told HK01 it was expected to assess the responsibilities of four government departments, with the Housing Bureau’s Independent Checking Unit expected to bear the greatest responsibility among them.

The same sources said the report was expected to recommend changes to building-material standards and measures to tackle bid-rigging in major renovation projects.
