Owners of Wang Fuk Estate are due refunds of about HK$5,400 to HK$6,300 per flat, calculated according to ownership shares, after Hon On Management announced the arrangement at a special owners’ meeting on 2 September. The total is expected to exceed HK$11.6 million, although the final calculation and eligibility details remain partly unresolved.
The meeting began at 7pm at Tai Po Community Centre, with simultaneous arrangements or broadcasts at community halls in Kai Tak, Wah Kwai and Tin Shui Wai. Four venues were involved. i-CABLE News described it as the second special owners’ meeting.
The agenda covered the latest position of the owners’ corporation’s daily operating fund, the status and follow-up of estate service contracts, and other matters.
Reports differed in how fully they described the deductions used to calculate the refunds. Ming Pao referred generally to management-fee deposits and related sums, while Star Headline reported that the calculation also involved maintenance-fund refunds, unpaid amounts, other deposits and reserves for refunds following contract terminations. The supplied reports did not set out a final calculation for each flat.
Ming Pao reported that owners could apply online from 9 September and collect the money at designated Home Affairs enquiry centres from 19 to 28 September. Star Headline reported, citing an earlier government position, that former owners may still be eligible even if they have transferred ownership or signed a sale and purchase agreement. The detailed eligibility and collection procedures remain to be clarified.
The refund announcement did not resolve residents’ other concerns. One owner said no insurance compensation had been received since the fire and questioned the purpose of taking out insurance; this account has not been independently verified. Other residents wanted an explanation of the whereabouts of the building inspection report, while one said the auditor’s report rejected at the previous meeting was not addressed on the latest agenda.
Some residents said they did not plan to vote at the meeting. A bereaved family member said he would continue pursuing accountability, but the responsibility allegations were statements by those interviewed and do not amount to a finding of liability. Questions remain over the refund calculation, insurance claims, the reports and any formal follow-up on accountability.
