A dog was reportedly thrown into the sea from a waterfront park in Sai Wan Ho on 15 October, then retrieved and taken away.
Police said they arrested a 59-year-old local woman on suspicion of cruelty to animals on 17 October. She was released on bail pending further investigation.
The woman’s two dogs had no visible injuries and were handed to the Society for the Prevention of Cruelty to Animals (Hong Kong) for further examination and care.
Police are investigating whether either dog was the one involved in the reported incident.
