The Hong Kong government announced on 28 August that Wu Man-kit will become Postmaster General on 26 September, succeeding Vivian Dai as she begins pre-retirement leave.
Secretary for the Civil Service Ingrid Yeung said Wu is a senior administrative officer with leadership and management abilities. The government said it believed he would provide professional and efficient services to the public.
Wu joined the administrative service in August 1995 and was promoted to a directorate-grade officer in April 2026. He served as Director of Food and Environmental Hygiene from November 2024 to June 2026.
Dai became Postmaster General in September 2021 and was promoted to a directorate-grade post in April 2023. The government said that during her tenure she helped handle the Covid-19 pandemic, promoted technology to improve service quality and operational efficiency, and promoted Hongkong Post’s provision of logistics services in response to market conditions and demand.
Star Headline reported that Hongkong Post had recorded losses for eight consecutive years. The reports also said staff completing their probation in September would be re-engaged on two-year civil service contract terms rather than long-term hiring terms. Star Headline said about 200 employees were expected to be affected, while Ming Pao reported that an initial group of about 30 staff would be involved and that more than 200 postal workers and postmen were covered by the new arrangement.
Wu’s appointment will take effect on 26 September. Dai’s formal retirement date and the length of her pre-retirement leave have not been reported.
