A 31-year-old driver, Ouyang Shaokuang, pleaded guilty in the District Court on 3 September 2026 to dangerous driving causing the death of 19-year-old Pun Lisa in Yuen Long.
Pun Lisa, who was of Nepalese origin, was struck by a private car while crossing near lamp post FA7842 on On Lok Road on 7 November 2024. She later died in hospital from multiple injuries, according to an autopsy.
The reported case facts said Ouyang was driving along Castle Peak Road towards a pedestrian crossing when the traffic light changed from green to yellow. He accelerated and continued through the crossing before the vehicle struck Pun Lisa at another crossing as she crossed from left to right.
An accident reconstruction using dashboard-camera and CCTV footage estimated that the vehicle had accelerated before the collision and was travelling at least 60 km/h, with a margin of plus or minus 6 km/h. The speed limit on the relevant road was 50 km/h.
The defence said Pun Lisa had entered the crossing before the pedestrian signal turned green, while Ouyang had accelerated through a yellow light. It presented those circumstances as relevant to the court’s assessment of culpability, while saying he was not seeking to avoid responsibility.
The defence also said Ouyang wished to make a sincere public apology to Pun Lisa’s family. It said he had experienced fear and insomnia after the incident and had sought psychiatric treatment.
Sentencing was adjourned to 17 September 2026 so the court can obtain a background report and two psychiatric reports. Ouyang was remanded in custody pending sentencing.
