Applications for 321 vacant fixed-pitch hawker stalls will open at 9am on 6 October 2026, giving prospective operators until 5pm on 26 October to apply through the Food and Environmental Hygiene Department’s website. Each applicant may submit only one application.
The largest concentration is 94 stalls around Temple Street in Yau Ma Tei, followed by 87 on Tung Choi Street in Mong Kok. Another 40 are at Hau Tei Square Hawker Bazaar in Tsuen Wan. Across the districts, the allocation comprises 110 stalls in Yau Tsim, 101 in Mong Kok, 40 in Tsuen Wan, 28 in Sham Shui Po, 26 in Wan Chai, seven in Central and Western, five in Kowloon City and four in Eastern.
The stalls will be divided evenly among four applicant categories: licensed fixed-pitch newspaper hawkers; licensed itinerant hawkers in the other or newspaper category; eligible serving registered assistants; and members of the public who meet the department’s specified basic conditions.
For applicants other than licensed fixed-pitch newspaper hawkers and licensed itinerant hawkers, newly issued licences will run for seven years and will not be renewed after expiry. Applicants must design and build their stalls at their own expense, following specifications approved in advance by the department, and may begin operating only after compliance has been confirmed.
The department will assign application numbers by applicant category and use computer randomisation and a manual ballot to determine the order for choosing a stall, then notify eligible applicants of that order by letter. The results will also be available on the department’s website on the following day.
Shortlisted applicants will be invited in batches to choose stalls and complete the licensing process. The department has produced an instructional video explaining the application steps and will provide district support centres for applicants who need on-site assistance.
