A construction businessman and his wife have each been charged with one count of fraud over an alleged HK$6 million loan obtained under the government’s Special 100% Guarantee Product, Hong Kong police said on 25 September.

The couple face four money-laundering counts between them. Police allege that, while applying for the loan between April and June 2021 through Lockill Biochemical Limited, they submitted false or inflated company financial, rent and salary records to meet the scheme’s eligibility requirements.

Police allege that the money was then transferred into private accounts. The charges follow the couple’s arrest with four employees in March 2026 over suspected conspiracy to defraud.

The couple are due to appear at Kowloon City Magistrates' Courts on the morning of 28 September.
