The Medical Council of Hong Kong found a registered Department of Health doctor guilty of professional misconduct for failing to report a dangerous-driving conviction within 28 days. Its inquiry panel issued him a warning letter.

The doctor headed the Infection Control Branch at the Centre for Health Protection. When applying to renew his practising certificate on 17 November 2024, he disclosed that he expected to be convicted. He did not report the conviction after it was entered on 5 December, when he pleaded guilty to dangerous driving at Sha Tin Magistrates’ Court. He submitted the conviction information in April 2025 after the Council secretariat requested it.

The case facts presented at the Council hearing said he had run a red light in Sha Tin and collided with a motorcyclist. The rider injured his back, was taken to hospital and discharged the same day. The doctor was fined HK$3,000 and disqualified from driving for six months.

At the disciplinary hearing on 5 November 2026, the doctor pleaded guilty to the professional-conduct charge and admitted in mitigation that he had been negligent. He acknowledged that disclosing the pending case did not remove his duty to report the conviction. The inquiry panel decided not to gazette the warning.
