Hong Kong and China’s top court have agreed to expand structured cooperation on judicial and legal training, with plans covering research, teaching exchanges and online learning.
The agreement was reached on 21 September during a meeting between Hong Kong’s secretary for justice and the director of the top court’s political department. The two sides plan to establish and continue institutionalised cooperation projects to strengthen long-term links between Hong Kong’s and mainland China’s judicial and legal sectors.
The proposed work includes jointly preparing judicial and legal research reports, recommending experts from each side to teach, and strengthening online training-platform development. The cooperation is also intended to support Hong Kong in using its rule-of-law strengths to participate more deeply in high-quality Belt and Road development.
The Hong Kong International Legal Talents Training Academy will support multiple capacity-building activities, while the justice department and the academy explore further cooperation with the top court.
