Reporters saw baking continue on 6 November at Kai Bo Food Supermarket branches in Yuen Long and Kwun Tong, as the Food and Environmental Hygiene Department said it had initiated prosecutions against those responsible.

The department said inspectors found suspected unlicensed food-business operations at both premises. Both branches were applying for food factory licences.

At the Yuen Long branch, an HK01 reporter saw at least three ovens, one operating, and staff putting bread and egg tarts inside. An employee said the products were made in a factory and baked in the shop. Separately, the reporter saw egg-tart shells laid out and filling being added on site.

At the Kwun Tong branch, Star Headline saw bread and egg tarts baking in ovens that afternoon. The department says businesses preparing food for sale to be eaten off the premises must hold a food factory licence.
