A five-member monitoring committee has been appointed to examine whether Yuen Long district councillor 施駿興 should face disciplinary action after a court convicted him of having intercourse with a girl aged under 16. The Home and Youth Affairs Bureau said the panel was appointed on 22 September by Secretary for Home and Youth Affairs 麥美娟 under the District Councils Ordinance and the district councillor performance-monitoring system.
Its appointment starts a review; no disciplinary decision has been announced.
The court convicted him on 14 September 2026. The Yuen Long District Council chair and three district councillors began an investigation that day, before the secretary appointed the monitoring committee eight days later.
The case involved allegations that the councillor indecently assaulted an 11-year-old girl in 2008 and had unlawful intercourse with her in 2011.
The committee members are 陳振彬, 林翠玲, 姚逸華, 李清霞 and 廖子聰. After completing its investigation, it will submit a report to the secretary. The authorities will consider the report and announce the result at an appropriate time. The secretary said the government attaches great importance to councillors’ conduct, integrity and probity, and that the investigation would be rigorous, impartial, fair, independent and objective.
