MTR Corporation submitted proposals on August 14, 2026, as the Hong Kong government’s public consultation on the city’s first five-year plan for economic and social development closed.
The company said its proposal covered seven strategic areas, including the development of the Northern Metropolis, innovation and technology, population and talent, green transport, and Hong Kong’s integration into and support for national development.
MTR said the submission advocated seven strategies to promote high-quality development and build on Hong Kong’s advantages of being backed by the country and connected to the world.
MTR chief executive Yang Mei-chun said the plan should serve as both a blueprint for Hong Kong’s development over the next five years and an opportunity to capture national high-quality development opportunities and better integrate into and serve the country’s development.
Yang said maintaining Hong Kong’s long-term development momentum would depend on coordinated progress in population, talent, industries, land and transport.
MTR said it would continue to regard railways as an important platform linking development and support Hong Kong’s development as a more dynamic, liveable and competitive international city. The government’s consultation ended on August 14, 2026.
