The first phase of New Wah Fu Estate is expected to be completed in 2034, six years earlier than previously forecast, with residents expected to move in during the second half of that year. The Hong Kong Housing Authority set out the timetable in redevelopment documents submitted to the Southern District Council.
The acceleration follows the government’s December 2024 proposal to replace the heavy-rail plan for the western section of the South Island Line with a smart, green mass-transit system. Land at two existing blocks, previously reserved for the rail works, can now be released earlier, allowing the first-phase timetable to advance.
The proposed development would cover about 1.5 hectares and include three residential blocks, 26 to 48 storeys high, with around 1,760 flats and social-welfare facilities.
Residents of two blocks in Wah Fu Estate are expected to move to Wah Fu North Estate when it is completed at the end of 2026. The blocks are forecast to be cleared in the third quarter of 2027, after which demolition and construction of the first phase can begin.
Separately, the Authority plans an early-transfer scheme for eligible households in three other blocks affected by phase 1b who want to move sooner. They could choose from about 400 flats at Wah Fu North Estate; households that secure a flat are expected to move in during March 2027.
The first-phase plan would conserve and revitalise Wah Fu (I) Shopping Centre and the existing banyan-tree area as part of a community cultural plaza, with an outdoor courtyard, covered public space and a museum on Wah Fu’s history. The design proposals also aim to retain the estate’s hillside setting and reconnect public spaces and community facilities on different levels.
