A 59-year-old subcontractor director was sentenced to 12 months in prison on 6 November 2026 after being convicted of offering an advantage to a public servant.
The case involved two small-works contracts worth about HK$91.4 million for the Electrical and Mechanical Services Department. The prosecution said the department awarded the contracts to two main contractors between 2016 and 2018; the work was then subcontracted to three firms in which the defendant was a director and shareholder.
Charge particulars said he offered HK$40,000 to a senior department engineer in January 2019 as an inducement or reward for favouring the companies.
The magistrate said the offence involved cash and several government projects and harmed public servants’ integrity and public confidence. He said a deterrent sentence was warranted and also cited the director’s lack of remorse. Ming Pao reported that, after conviction, the director told a probation officer the money was for a Lunar New Year dinner. The magistrate refused bail pending appeal.
The engineer was sentenced in a separate case in December 2025 after pleading guilty to six offences, including bribery, misconduct in public office and money laundering, involving more than HK$7 million in unexplained cash. He received five years and three months in prison, and HK$3.8 million was confiscated.
